If WDC is prepared to declare its unused offices and properties as brownfield, given that they are unable to get their employees to work there anymore, then I agree. This would provide good prime regeneration opportunities and save on the maintainence and running of under-utilised real estate.
If not, they should recover the costs from employees or make them go to work.
