This needs to go further with integrated systems, preventing utilities taking priority over environmental benefits such as trees, habitats and landscape elements.
The Environmental Act and BNG requirements prioritise existing habitats, these should be safeguarded and protected. Development sites should be identified based on the existing environmental/habitats within the area, brownfield sites with little vegetation shold be the development priority.
