Absolutely - it is essential that any new building work takes place in a low risk flood area. If not, it will be generations of misery for anyone living in and around the surrounding area that is impacted by flood water. There is a much higher risk of flooding if green fields are turned into urban areas, and greybelt/brownfield has a much lower risk of flooding.
