Site B1 is totally unsuitable for development. The premiss that Hatton railway station could be developed to serve a community of 18000 people is totally flawed. There is little capacity on this line for extra and longer trains which would be needed. If the station cannot be developed due to this as well as its poor road access, then the site should be dismissed.
Road infrastructure in totally inadequate. Significant funding from local and central government, as well as the developers, would be required. Uplifting rail travel from 5% to 11% still leaves 89% requiring use of roads.
