I disagree with the exemption "Only in circumstances where it can be robustly demonstrated by the applicant that it is not practicable and financially viable to deliver the provisions". If it was clear to developers that rules can't be waived, they wouldn't pay as much for the land. That would keep prices down and deliver the space requirements.
I also believe that space should be provided in all homes for a hot water tank. Heat Pumps require this one. Even if the developer is allowed to install gas boilers, the homeowner should have the option of a heat pump.
