The 20 minute neighbourhood initiative is highly desirable but more difficult to achieve by tacking on additional buildings to an established neighbourhood than by building new settlements in which this can be a design feature. In many current developments routes to amenities are inevitably along roads and short cuts for pedestrians and cycles are blocked by established buildings.
