The draft policy lacks ambition. Active measures should be introduced to facilitate reduction in the need for freight by supporting 'farm to fork' and similar initiatives. Demonstrably safe cycle routes would enable journeys of more than 10km to be achieved by most people with direct payback in improved community health.
