The Sustainability Appraisal within the Local plan shows that:
• Strategic Growth Locations which are NOT in the green belt have capacity for 48,500 dwellings (Table 5.1).
• New Settlements which are NOT in the green belt have capacity for a further 6,000 dwellings (Table 6.1).
Therefore it is possible to meet housing need without building on protected green belt. There is sufficient capacity within the Strategic Growth Locations outside the Green Belt. Therefore exceptional circumstances cannot be met and there is no requirement to release green belt sites to meet the housing requirements.
