E1 includes the areas that have received planning permission and are under construction. There are currently restrictions on development taking place until improvements to the transport infrastructure around Stratford are carried out.
Studies have failed to demonstrate how the highway infrastructure can be delivered satisfactorily.
The NSA identifies transport infrastructure as the critical concern at E1. If further housing and employment development is to be allocated there must be deliverable proposals for a new ring road around Stratford and improvements to the B4632 Campden Road.
Current highway proposals have proven to be aspirational and not deliverable thus holding up development.
