Punching a hole in the green belt for a new development is preferable to towns and villages sprawling into each other. I do not know the area from a sustainability and environmental perspective. I assume this would be good to add housing near to but not within Stratford. Adding large new developments or small areas of additional housing in villages near to Stratford would be good, where sprawl is avoided and it can be done on land that is not Green Belt.
