There is insufficient infrastructure to support this level of new housing, people, traffic when the existing system, of infrastructure, roads, facilities cannot cope with the current social demographic.

Build new settlements with new facilities that do not burden or impose a load that is not able to be accommodated without sufficient new infrastructure installed before any development.
