Stratford upon Avon can not expand as the existing roads are insufficient for traffic travelling to, from and through Stratford upon Avon. Traffic travelling through Stratford upon Avon needs a completed ring road and additional bridges over the Avon river. Visitors and locals travelling to Stratford upon Avon by car are discourage by the traffic congestion and limited parking. This explains the decline of available shopping which is not being replaced.
