In selecting sites suitable for development, the plan is almost entirely based on land offered up by land-owners with virtually no strategic analysis of the best areas for the community as a whole. What land-owners and devlopers consider to be suitable often refers to the cheapest and easiest land to develop, creating the most profit for them, with little regard to community or environment.
