The use of Green Belt land for development should always be as an absolute last resort. Based on the other options available for development that are not in Green Belt there is more than sufficient capacity to meet the required needs.
Based on this simple fact, the development of Green Belt does not meet the minimum requirement for use and should therefore be excluded from development.
