The identification of BW as a potential new settlement location, and its categorisation as 'More Suitable', is led by land promotion (i.e. availability) rather than evidence of suitability and sustainability. The assessment of BW with the New Settlements Assessment is flawed. The HELAA Assessment and Bespoke Analysis RAG Results are incorrect. Consequently, constraints including, but not limited to, ownership, sufficient space for growth, transport and heritage, have not been taken fully into account. BW should be discounted as a potential new settlement and should not be taken forward as an allocation in the Publication Plan.
