New settlements make most sense to deal with housing needs and avoid destroying the historic centre of Stratford and its nearby villages, but infrastructure must built first to avoid further pressure on the existing.
E1 and BW make the most sense, but E1 requires a new river crossing as Clopton Bridge could not cope - it is already way above its design capacity.
