New settlements are supported as they can meet housing needs with minimal environmental impact and without harming existing communities—if they are large enough to attract investment and have planned transport infrastructure. They prevent excessive edge-of-town development, reducing infrastructure strain and isolation. Success depends on size, purpose, and location. Small settlements near major towns risk becoming urban sprawl, whereas larger ones with homes, employment, and strong transport links are more viable. There is no evidence that defining a clear purpose for each settlement has been considered in assessments or used to evaluate their potential success.
