I am concerned that your focus on sustainability ignores the importance of demonstrating exceptional circumstances when considering green field sites. I am also concerned that your sustainability appraosal is technically floored. You have ranked sites by sustainability, but not set a threshold for what might be considered sustainable. Showing that one site is more sustainable than another does not demonstrate that it is actually sustainable.
