Part of the site for Fell Mill is inside an area of restraint for development. Additionally this area is prone to flooding - 42% of the site is in Zones 2 and 3 and it is split by a flood plain. Current infrastructure is limited with respect to public transport provision - limited business service and no train station. The highways are already struggling with the volume of traffic particularly at the bridge and one way system.
