Makes more sense to develop for reasons of strategic growth that allies with potential expansion of JLR, with the potential jobs, transport links etc that would go with that. A new settlement could grow organically and logically with an infrastructure designed to meet its needs rather than overwhelming and permanently changing the character of existing settlements. The the growth of a new settlement would be driven by a strategic opportunity and result in urban sprawl, - a more logical approach rather than prioritising development because land owners have an area of land they wish to sell for personal gain.
