As per previous comments, new settlements present opportunity for strategic design rather than haphazardly adding to congestion, overcrowding, negatively impacting existing settlements and its infrastructure that is more difficult to improve. Much less impact overall in terms of urban sprawl and the negative impact of the unique settings/character of existing areas. Development should be strategic and be best for all - not just because it would be of financial benefit to the few. For a new settlement, the number of dwellings required can be built with room for the necessary infrastructure to be provided alongside.
