It is appreciated that the Draft Plan was prepared in advance of the revised NPPF. However, as advised by paragraphs 61-62, the minimum numbers of homes needed is to be determined using the standard method, plus any needs that cannot be met within neighbouring areas. The Plan should therefore provide for a minimum of 54,700 dwellings, plus any unmet needs to be met through its Duty to Cooperate obligations.
