The work of the Local Planning Authority and the Highways Authority requires much better co-ordination in relation to the highway capacity needed to service developments both individually and collectively. Some highway capacity issues are unavoidable because of old historical layouts but others stem from poor integration between land use planning and transport planning.
The highway infrastructure required for new developments should be installed upfront not after the development has taken place.
