Infrastructure must be provided before areas are released for development. Every effort must be made to ensure that residential development is within easy access by sustainable methods of travel to minimise the reliance on the private car. Housing must be concentrated where there is non-car access to employment areas. A commitment is required that development will be cascaded down from new towns, access to non-car transport, easy access to the full range of infrastructure (ie health care, education, public transport, employment and retail) before development is carried out in rural settlements where the infrastructure is sub-standard
