I am in broad agreement with the approach. However where large scale housing developments have already taken place and Infrastructure has degraded or is yet to be provided as is the case in Shipston on Stour, then this needs to be rectified whether or not there is new building. This is especially true for GBI and open space. See Infrastructure needs attached.
