The principle is sound, but any development must be predicated on proper in-tandem development of basic infrastructure, notably transport. Experience in Shipston shows that "development" means "allowing builders to develop while requiring little to no corresponding investment from them in infrastructure". Until and unless this changes, development should be restricted to those areas where rail and road transport is already available.
