The concept of new settlements is supported -they can deliver the majority of the housing needs, minimise effect on the environment, without detrimental effect on existing settlements.
However, the “New Settlement Assessment” appears to put excessive weighting on availability of land, with 3 out of 4 sites considered “more suitable” having 100% land available. A Strategic Planning assessment would consider the purpose, need, location, size, and infrastructure requirements of a new settlement first, and then consider how land can be accumulated to deliver it.
There is no evidence that the above approach has, or will be, considered in the assessment.
