The provision of appropriate infrastructure in settlements E1, B1 and X2 would present fewer challenges and less cost than in BW where traffic movement to and from the settlement would cause pollution, disruption to local communities and congestion on local roads. Electric vehicles will not provide a solution for the foreseeable future.
