Further to Policy Direction 25, Where previous piecemeal, ad-hoc or opportunist housing development has failed to meet the targets identified in PD25, the policy should allow retrospective action to rebalance the previous developments with more appropriate development of physical and social infrastructure, as well as making sure there is sufficient land provision for GBI, open green space and sports and leisure facilities. In this way, the policy will help support and provide for existing community needs.
