This is good but clearly not been applied in thinking to the ratings of the various options.
And selecting sites due to proximity to low capacity Diesel train routes in not appropriate - locations need to be selected that they minimise distance travelled as well - with connectivity to major transport corridors being important - eg M40 and North / South major train routes - not just North to Birmingham
