E1 is south of Stratford, dispersed, and land that is lower agricultural value. Green belt needs to be protected and this area is less useful land. It would cost the tax payer less to build here. Also, Warwick and Leamington are currently taking more of the strain where Stratford are taking a surprisingly low number in the current local plan.
