More work is needed here.
On the dynamics of induced travel, more roads means more cars means even more roads.
More footpaths means more more walking, more cycling, less roads.
There should be a heirarchy of transport options with roads the last option.
Where is the support for pedestrianisation, 20 mph speed limits traffic calming?
