Warwick, a historic town in England, is subject to various planning policies aimed at preserving its character and preventing urban sprawl. This plan to develop a large-scale housing estate on the edge of the Race Course would appear to be in conflict with this and would not protect Warwick's historic character and maintain its openness by controlling urban development and preventing sprawl.
