The sites within the cluster perform very badly on the objective scoring system and should be eliminated. In detail, my reasons are primarily that it is not in conformance with Strategic Objectives of the SWLP (S01, S04, S05, S06, S011 and S012) with which I broadly agree. I reference those objectives.
