Can't reply since you don't give any proposals. A united policy for schools, police, social services etc. Should be rigorously implemented after consultation with local people about what they feel they need.

There is no preferred option for regeneration - make sure there is one soon. Create a strategy but astrategy without a realisation plan for the next five years is more waste of public money.
