Further regard should be given a site by site approach for calculating developer contributions. This is a good system in that it allows for contributions to be tailored to the infrastructure needs arising from a given development. A uniform approach may not always be appropriate.

Have had to put up with increasing traffic along Harbury Lane causing sleepless nights. Now face thousands more homes and factories facing.
Infrastructure cannot come with extra traffic. Island at Harbury Lane/Europa Way is at gridlock during rush hours. Do not have schools/shops etc to cope.Town centre traffic wll come to gridlock.

It should be clearer on the needs to continue with the use of Section 106 or similar agreements. It must be stated that these will continue until the legal position has been clarified, the Core Strategy finalised the divide between Section 106 and CIL contributions has been clearly established.

The massive population increase will put a strain on schools, roads, hospitals and other basic services, particularly in the Southern area of Warwick, Leamington and Whitnash as this area has the largest development planned. Services and in particular schools in this area are already overstretched due to the Warwick Gates development and the District Council is unable to guarantee that the County Council will provide further provision.

Traffic along Europa Way, Gallows Hill, Tachbrook Road and Tachbrook Park Drive is already grid locked at peak times and further development in this area will increase the problem. The bridges over the river are already congested and the Council has no control over improvements. Additional employment opportunities and retail parks should be allocated to the north of the district to reduce cross town traffic.

Work is currently being undertaken by the County Council to develop a number of the transport mitigation measures described above in order to inform the preparation of the Infrastructure Delivery Plan. It is suggested that officers from both the District and County Council meet at an appropriate point in the near future to discuss which measures need to be included in the Plan, who the lead delivery organisation will be, the likely timescale for the improvements to come forward, and their anticipated cost.

The strategic objective references green infrastructure which is to be strongly welcomed. However then makes no further description of this term. A description of Green Infrastructure should be included in paragraph 11.1 'Why is this a Strategic Objective' eg 'Green Infrastructure is a strategically planned and delivered network of high quality green spaces and other environmental features'.
It is also suggested that this statement is associated to the SCS objective relating to natural environment eg 'The built and natural environment has been protected and enhanced' and linked with the adopted LAA target of NI197 Biodiversity.

Was possible to walk to and from Warwick. Now almost impossible: only suicidal attempt to crossing motorway approach allows one to continue.
Good village school at Tachbrook which welcomes pupils from Warwick Gates - a recent development which also seeks independent growth separate from Bishops Tachbrook and Whitnash.
Both Warwick and Leamington are approached on bridges. These are already difficult to access. Please do not cause further problems at morning and evening rush hours.

The public consultation has been wholly inadequate in the quality and detail of infrastructure provided, to enable the public to make meaningful contribution to the decision making process. WDC is asked:- to identify all main infrastrucure needs, local shops, schools, leisure activity, medical needs etc. to support each proposed area, also public transport links, cycle tracks, roads, both within each proposed development area and linking to the main town shopping/employment centres.

The present proposed adjoining areas 1E, 1F, 2F, 3F, 1D represents a pending environmental urban sprawl disaster area, cut off from the main Warwick/Leamington shopping, working and social activity areas by the constraints of the limited River Avon crossing points. With no evident public transport solutions, the additional traffic impact of at least an additional 10k-15k vehicle movements per day impacting on the already heavily congested Warwick Banbury Road Avon Bridge and the Ford Foundry Roundabout/Leamington two river crossings, this will contribute further to the environmental disaster which will result if the preferred option is adopted.

Important that sustainable access is provided to wider employment and educational opportuntiies through local and regional services.
Important that there is strong correlation between this document and the principles set out in the WMRSS Policies T1-T12, the RTS and the West Midlands Local Transport Plan. In particular, as oulined in Policy T2 of the WMRSS, new development should be focused in areas that are well served by public transport. Encourage developments to be focused in areas with pre-existing public transport; also important that additional provision and improvements are made. Developments should be designed to ensure access to public transport along with the ability for residents to be able to walk and cycle locally.

The Draft Rail Development Plan has identified Kenilworth as possible new station location as part of phase two of NUCKLE which Centro fully supports.
High quality public transport network can assist in sustainable economic growth and regeneration, whilst also ensuring that the West Midlands transport sector contributes to the wider challenges including reducing climate-changing emissions. It is essential that investmentinto the provision of high quality public transport faciliites and services to serve new and existing development is made frm the outset in order to encourage use of more sustainable modes.

Surface water and foul elements will have to be separated. This would then enable the re-use of the 'clean' surface water element for water features, toilets etc.
Water consumption must be reduced by simple demand management measures and rainwater harvesting. This will reduce the carbon footprint throughout the water systemand the pressure on the sewage sytem.
Re: new rural housing, existing sewage works should be upgraded or new ones built. This would allow new technology and the separation of clean surface water and foul effluent as well (subject to Consent to Discharge).

Vital there are major additions/improvements to infrastructure to take into account proposed growth. Need to take into account transport, education, health and drainage. Would like to see major improvements in provision of cycle paths/ bus routes. Considerable thought needs to be given to strengthening transport links from South Leamington to M40, as already overstretched. Think carefully about public transport provision, especially to NHS facilities, which are totally inadequate. In particular provision of new schools in south Warwick and Whitnash area is already required and further proposed development in that area will make such provision even more important. In total any option that is considered must minimise cross-town traffic.

The infrastructure is of fundamental importance and we have grave concerns at the effect on Kenilworth. For development to be integrated at Thickthorn, there need to be road links with existing roads i.e. Birches Lane which in itself would cause serious congestion. Development will impose strains on all the services and infrastructure that would be required and this is contrary to need to build sustainable communities with less need to commute. Current sewerage system, schools & medical services are only sufficient to meet existing needs. Sports facilities would need to be replaced

Nothing has changed at Woodside Farm with regard to viable agricultural land, poor access, steep elevation and the underground power lines are still there!!

Plan does not outline additional infrastructure. Arguing that area is beneficial due to link to M40 void as this development would generate additional 6,000 - 8,000 cars. Europa Way link already heavily congested and more traffic would choke existing roads. Local services/road network under increased strain.

Road infrastructure totally inadequate to justify any extra housing as only main thoroughfare clogged most of day, with traffic passing through town. Main point overlooked - town is split in two by railway. Building of station will be of no consequence and would not be used.
If the Kenilworth environment is spoilt by reducing standards, young and old will not be suited into future.

Location of the majority of the development south of the River Leam and south of the 3 towns, our main service points for business, banking shopping etc. All access to the towns via 3 bridges over the river, creating acute congestion trying to access the towns. Estimated figure of 10, 000 extra traffic movements per day trying to access routes was suggested at one of the public meetings. How will additional traffic be managed? Council has not challenged this figure as there has no traffic management study undertaken. Requested that one is undertaken immediately
