The District needs sites for residential caravans and touring caravans regardless of so called ethnic originset. If there were enough of them there would be no need for special provision for "gypsies and travelers".

Providing there is a charge that is paid to the relevant council for provision of utilities - water, toliet,etc, plus schooling and GP access as we all have to pay high council taxes for these services. A pre-paid charge should be set in place, particularly for cleaning up the sites once the gypsies have left. This would help alleviate any animosity towards them.

Gypsies & Travellers
The diversity introduced to a locality by a Gypsies and Traveller community will naturally have an impact on adjacent non- traveling communities. It should be recognized that towns, with their larger communities and more plentiful facilities would be better able to support this type of development. A new criteria should be adopted to support and reflect this. The Parish Council supports the criteria for selection in the Preferred Option.

We feel that the wording around Gypsy and Traveller sites in Section 15 is non committal and is required to be more robust. The criteria based option for gypsy and travellers could make it impossible for a site to be provided especially when consideration is given to noise and nuisance. There is always the possibility of questions being asked as to whether this would be the same for affordable housing of the settled community. It could be difficult to decide on the measurement of this and by whom and this criteria could be challenged in a court of law and potentially found to be unsound. Government guidance is to avoid just a criteria based approach to allocations.
Consideration should also be given to identifying areas of land and acknowledgement given to the fact that this will need to be provided by January 2013.
