Leamington Spa building should have some originality - not merely recreate what can be seen everywhere else e.g. on the Ford site it could be very new and modern but must be good and not too high.

The design of houses should be overseen by the district council not left to chance and wishes of developers to build as cheaply as possible.

The definition of good high quality design is subjective. The LPA should not be closed to non-vernacular /conservation design being put forward by architects and designers. The use of MADE should more wide spread as part of the planning process, to assist officers in their decision making where design is an issue

As mentioned previously, we are missing an opportunity to renew deprived areas and optimise the use of brown field sites.

You have been advised by PAS to consider the efects of climate change on the built environment. Local development documents will have an important role in shaping adaptation responses and building resilience eg, urban heat island.
At no point in their advice do they advocate the approach you are taking - which is tantamount to inaction. These documents should exist now, you should have found it virtually impossible to produce a 'preferred option' without them. What is your explanation to how you managed to ignore advice about the impact of building 4000 homes in the same place.

I believe that the council should take a more prescriptive approach with defined rules & policies, rather than a strategic view.

Proposed developments will effectively join Bishops Tachbrook to Whitnash, Leamington and Warwick conurbation. Leaving a field or two as an area of restraint does not provide legally binding surety that these won't be consumed in time.

Clause 18.8 identifies the need for further work and it is essential that a framework for this established ahead of any development occurring and which can be consistently applied to all subsequent developments.
