Crynodeb o'r Gynrychiolaeth:

There is not enough development planned for villages.

Why try to re-invent the wheel with so-called "garden" suburbs and "garden"villages, when we already have plenty of existing village settlements capable of sustainable growth, cumulatively able to address a significant proportion of the future housing requirement. Many of the existing services such as schools and shops would benefit from future growth, as would the local micro-economies, responsible for a significant proportion of local rural employment and also many SME start-ups.

Crynodeb o'r Gynrychiolaeth:

More effort needs to go into Brownfield Sites and Larger villages. We know there are issues with affordable homes in rural communities and this is an opportunity to address this.
Warwick and Leamington are already conurbated and extra development around its edges will only make this feeling of isolation from the countryside worse for many people.

I fully support the flexibilty this approach makes to the decision process. I hope that this excess of 1370 dwellings is used to reduce the size and eradicate some sites from the plan during consultation.

Crynodeb o'r Gynrychiolaeth:

My support is conditional on the appropriate level of infrastucture development to match the housing distribution. The broad distribution seem right to me. Adding more housing to villages where there is no employment will just add to travel and environmental problems.

Crynodeb o'r Gynrychiolaeth:

Unless villages have surplus infrastructure capacity (few do!) AND can provide additional employment without the need for commuting, they should not feature in the development plan.

Crynodeb o'r Gynrychiolaeth:

The total housing development is 1400 greater than is indicated as required by Table 7.1. Given the implication of this is concentrated development in the Leamington Spa locality and in particular concentrated development of Green Belt to the North of Leamington Spa there needs to be strong evidence provided by WDC to justify this excess development given its impact on Green Belt. There is no such evidence in the Local Plan Preferred Options Consultation nor the accompanying Evidence Base.

Developers will want to build on Greenfield sites first as they are more lucrative with less risks.

Crynodeb o'r Gynrychiolaeth:

Limited growth in villages will help support, sustain and, perhaps, enable the provision of new village amenities. It would also give choice to those people and families who would much prefer to live in a rural environment with the welcome addition of a good community existence, open countryside and footpaths at their door, rather than having to settle for yet another large urban development.

Crynodeb o'r Gynrychiolaeth:

Building on the edge of Warwick in particular will increase the commuter car traffic between Coventry and Warwick as the distance is too short to make travelling to and from public transport worthwhile. Extra train stations or park and ride or cycleways will have no impact on these commuter journeys.

CORRECTION

The individual elements presented in Table 7.2 sum to 8,330 dwellings, not 8,360 as presented.

Crynodeb o'r Gynrychiolaeth:

Table 7.2 should be revised as its TOTAL sets up an over allocation of 1370 homes. This additional amount creates unnecessary pressure on rural land and great uncertainty. My representation against table 7.1 arrives at a net allocation figure of 4836 dwellings. This the figure for which new sites need to be found, assuming the 10,800 figure is correct (which in the light of the 2011 census must be revisited seperately).

Crynodeb o'r Gynrychiolaeth:

Flimsy excuse that gas pipelines would impeded development south of Leamington.
Assumption that employment needed with housing questionable.
Suggestion travelling to work will have significant effect on environment insignificant when relief road would run across a large area of green belt and flood plain destroying area of natural beauty and diversity.
Council hasn't considered history. Leamington largely residential. Warwick County town.
Ford foundry replaced by supermarket - doesn't fit in with old town centre.
No discussion of needs and capacity of neighbouring councils - cannot plan in isolation.
Must be aware of value of green belt.

Crynodeb o'r Gynrychiolaeth:

Original proposals showed proposals to south of Leamington. Due to local opposition by people locally affected, proposals changed to intrusion into green belt at Leamington, Kenilworth and Warwick.
How can changes be based on sound planning principles.
Access to town and road networks. Dual carriageways will increase noise and nuisance. Will increase distance from Leamington and create delays.
How have current proposals been arrived at contradicting proposals made under RSS?
In favour of proper development. One of proposals was affinity of M40. Access from north Leamington through Leamington town needs to be improved - little consideration given to this.

Crynodeb o'r Gynrychiolaeth:

It is important that the full housing requirement is met within the Plan period and we therefore support the inclusion of a flexibility allowance to ensure that this can happen.

We consider that the overall figure for village development should be increased.

We are concerned that the overall housing target for the District for the Plan period is below that which is required. Moreover we are concerned that the windfall allowance is excessive.
In addition it is inevitable that some sites which are allocated will not be developed during the Plan period. The inclusion of a flexibility allowance is essential.

Crynodeb o'r Gynrychiolaeth:

A "buffer" of 1400 homes has been included in the number of houses Warwick District Council believes will be necessary between now and 2026. There is no need to include the land at Old Milverton and Blackdown in the proposals if this "buffer" is removed from the assumptions.

Crynodeb o'r Gynrychiolaeth:

The council has added nearly 1400 homes to the number that it anticipates will be required so as to include a "buffer" in the forecasts. If this "buffer" is removed from the forecast there is no need to include the land at Old Milverton and Blackdown in the proposals. Insufficient account has also been taken of potential windfall sites in the forecasts. The model used to calculate the number of houses required appears flawed by using average data over recent years for demand rather than projecting on the basis of the current downward trends.

Crynodeb o'r Gynrychiolaeth:

The distribution of housing set out at table 7.2 does not accord with the objectively assessed need. The Plan does not set out a spatial strategy which accords with the locational demand for housing in the district. This is proportionally disadvantages Kenilworth.
The approach results in only 42 dwellings per year at Kenilworth, significantly under the identified need of 111. This is unsound.

Crynodeb o'r Gynrychiolaeth:

It seems that the plan accounts for nearly 1400 extra homes above the number estimated to be necessary to meet towns population growth.

This over-calculation may be a 'safety net' on behalf of WDC but seems over cautious and would cause more building works, expense, disruption and needless use of land.

In particular, without the extra 1400 homes there would be no need to even contemplate building on presently designated Green Belt land north of Leamington in Old Milverton and Blackdown areas.

It does not appear to be a priority to develop brownfield sites first and poorer housing in urban areas, inline with the NPPF. There are many examples of brownfield sites in Warwick District which could be regenerated.

Crynodeb o'r Gynrychiolaeth:

3.6 In addition, we find the reference at the end of Paragraph 7.22 to the need to provide housing to support a "Regional Investment Site" in the vicinity of the A45/A46 junction near Coventry Airport inexplicable and inappropriate. It is indicated in Paragraph 7.22 that the over-provision which the Council believes it has made in respect of new housing will enable additional housing to be provided near Coventry Airport. We fail to see how this is the case, as the total of 8,360 is accounted for by other developments identified in Warwick District. Further housing release near Coventry Airport would therefore add to this total. We have seen no proposals with regard to the Coventry Gateway Proposal at Coventry Airport for new housing to be built in the Green Belt, either in Coventry or Warwick. If such a move is to be proposed through the Warwick Local Plan, this will clearly be to meet housing needs arising in Coventry, and we would expect to see it justified fully by evidence of joint working between the respective Authorities in order to meet unmet need arising in Coventry within the Green Belt in Warwick.
