New housing must be built at achievable prices and but must be controlled with robust policies so that it remains so. This means there needs to be a policy to control disproportionately sized extensions so that the mix of housing sizes is maintained. Furthermore smaller propoerties require less land and less energy to run and are therefore better for the environment as well as being more affordable.

Sufficient flexibility should be included to ensure account is taken of up to date market demand in addition to the SHMAs. If developers feel that there is no demand for a particular type of property they wont build it.

There is no national policy which requires the provision of lifetime homes and there is no justification which supports 25% provision.

The provision of extra care housing is supported however these have specific requirements in terms of site location and suitability different to market housing therefore the policy shouldn't be applied too rigidly so not to sterilise pieces of land.

It is welcomed that the PO6: Mixed Communities and a Wide Choice of Homes does not include a prescriptive approach to house sizes and types to meet the needs of communities. There is a reference to such information being set out within the Strategic Housing Market Assessment. There is concern, however, that this document may not be updated regularly and therefore the information in relation to housing mix and type may become out of date. Indeed the information contained within the Strategic Housing Market Assessment is already out of date to some extent as it relies on data from 2011. Further, although information is set out at a sub district level, there may be a justification for a specific mix and type of housing on a specific site or in a particular locality and therefore the Council should ensure the policy is sufficiently flexible to deal with such circumstances. We believe that housing developers have a good understanding of the markets within which they operate, as ultimately they will only build what there is demand for in the area.

This Council notes with concern that the Local Plan does not address the issue confronting village Parish Councils where small houses are sold and then either developed into 4/5 bedroom houses either by demolishing them or extending, thus reducing the ability of establishing balanced communities with smaller families in the lower income bracket having the opportunity of attaining the affordable accommodation.
