Crynodeb o'r Gynrychiolaeth:

Some land on maps near Harbury does flood and would not be suitable.
Fosse Way is busy especially at commuting times. A roundabout at Bendigo Mirchell or Harbury Lane, would solve that.
Have travelling communities themselves been consulted about what they want/need?
Schools could perhaps be given another classroom and teacher (Harbury believed to be pretty full).
Another part time GP could be employed if patient number increase a lot.
Few people have experience of the lives of GT community and would loke to meet on neutral ground and perhaps view a permanent site? Could this be arranged.

Object to site near Harbury as Fosse Way busy and dangerous road. Adding to volume of traffic from what appears to be very large site, can only be detrimental.

Object to sites on the Fosse Way.
Waste of tax payers money to CPO.
Brownfield sites more appropriate.
Would set a precedent in the green belt.
Could existing facilities cope?
Would be blot on landscape in beautiful part of middle England.
Traffic on Fosse Way very busy and crossing from Harbury difficult which would be exacerbated with futher residences.

School is already full. Extra Special Needs Teachers required?
GP surgery full.
Already 10% drop in local property prices.
House and car insurance premiums will incresae. Crime and theft increases when travellers camped in the area.
District council should lease or rent land rather than sell and retain control.

Object to six sites being close to Bishops Tachbrook.

Lack of school places. Odd one could be integrated - too many would result in neither GT or settled children getting standard of education they deserve.
Minority group given more consideration than settled community.

The proposals for 7 Gypsy sites will add to the impact of the housing along with the further 150 houses within the village[ Bishops Tachbrook] . There are large areas of Leamington (predominantly in the wealthy North greenbelt) that have no proposals for any of these three things.

Crynodeb o'r Gynrychiolaeth:

The Proposed Gypsy and Travelers sites are again concentrated in the same area.

There are several sites proposed around Bishops Tachbrook. One site situated on Banbury Road/ Mallory Road is extremely unsuitable as it is so near a busy main road (will be increasingly busier with many more homes just down the road!) so is not suitable for the travelers and their families in terms of safety or access.

It also currently floods and floods down through the Village through the back gardens of where currently live. Hard standing for proposed travelers site will create less surface area for the water to soak away and increase the volume of water flooding down through the Village, instead of just flooding gardens, it will flood through homes.

These sites would also impact on the local facilities, the school is already at capacity and the GP practice is just a branch surgery with limited opening hours. At the time that Warwick Gates was built- a new school was promised.

This never happened putting a further strain on the schools in the area. Now children from Bishops Tachbrook are no longer eligible for Myton School, they have to pass Myton School and carry on several miles further to Aylesford School.

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Overall
The Parish Council understands the issues facing the Gypsy & Traveller community and the Council's obligation to provide sites. Therefore very important that final selected sites fully address all the Issues on both sides. Given the level of information provided, sites GT03, GT05, GT06, GT09, GT10, and GT15 as proposed do not meet site requirements and therefore will not address the underlying issues to the extent required. Therefore Parish Council cannot support their allocation.
Management
Not clear how sites would be managed and how numbers living there would be controlled. Planning enforcement might not be triggered or could take years to take effect.
If left to market forces high rents could mean low demand and ultimately not enough permanent sites being provided. Landlords might not manage sites effectively leading to overall objectives not being met. Therefore, object to self-management model. Management by WDC or registered social landlord/housing association preferable to ensure fair rents and high levels of occupation.
Assessment
Insufficient information to judge suitability of sites identified within the parish and a lack of information on various impacts of the sites, for example on farming, rural economy or use of high quality agricultural land. Sites should be assessed and weighted according to issues most affecting the travelling community i.e. health and education provision. Will reconsider when further information available.
Specific Concerns
Where will the children go to school as Bishops Tachbrook primary school unlikely to meet the required special education needs. Any additional educational support provided could lead to an overall drop in educational standards. None of the sites enable safe walking school, resulting in additional traffic congestion. No mitigation details are presented.

There are enough sites in Warwickshire.
Travellers do not need permanent locations. If they do they are not travellers and should have houses.
Ilegal encampments set up inbest green field locations.
Property price reductions.
Increase in crime and sense of unease.
Experience of Kenilworth Horse Fairs.
Why were consultants hired? (GTAA)
Old people and families need houses.
Sites not suitable in green belt and green field locations.

Should allocate land south of Warwick as Green Belt to provide a buffer to proposed developments and/or extend proposed Country Park to ensure villages not swallowed up.
Should revisit Green Belt policy and release sites to north of Warwick and Leamington to reduce pressure to the south.
Should identify brownfield sites within urban areas for G & T sites - would be more sustainable and suitable and enable better integration.

Crynodeb o'r Gynrychiolaeth:

WDC fair in respecting needs of the settled community by ensuring their voices can be heard in the consultation process, However, concerned that travelling community have not been heard.
Subject to prejudice and allocated sites which would not be tolerated by any other section of society. Constant struggle to secure bare necessities exacerbated by inability of many adults to read and write. Reluctance by local officials to visit sites and isolation of communities from the support of local residents.
May be sound and reasonable objections to proposed sites, but difficult to be 'fair and effective' without knowledge of the GT way of life and the difficulties the community faces.
Would like opportuntity to visit a site and meet the representatives of the community and to meet the settled community to hear their experience and impact on their lives of GT.

Object to any sites in and around Bishop's Tachbrook.
No access to GP surgeries.
Schools are fully subscribed.
Banbury Road is highly risky with heavy traffic to M40 and big factory sites.
Harbury Lane extremely busy.
Banbury Road opposite beautiful wood containing crematorium which is tranquil.
Noise and pollution.
House prices will decline.
Allow travellers to have area on open countryside instead of being on top of communities that will and do judge them.

* Are there not too many gypsy sites proposed - how will this be managed?;

* This is a concern as generally when a small amount of gypsies camp up in Whitnash there is a police presence;

* Is a constant police presence being planned?;

* How much is this going to cost?;

* Is there enough resource to cope with this increased police presence?;

* Council tax is already too high ;

*Rise in crime Anti-social behaviour

* A local farmer at Beausale once offered land for us by travellers which was turned down by the council although it had traditionally been used by Gipsies for years?

* Would perhaps like to see this being revisited and new solutions sort as cannot imagine that the kind of site currently being looked at will be conducive to the safety and wellbeing of travellers;

* The incidence of litter and damage that follows on from these sites is most concerning;

* Also has anyone consulted with the gypsies/travellers to find out what they think ?

* Don't want another fiasco when the site that is now the Parkway Station was considered as a gypsy site but was very unsuitable with its proximity to the canal and the railway line and difficult entrance from the road which the Gypsies themselves rejected and did not want;

* This is also yet another strain on the school.

The selection of 20 proposed sites for Gypsies and Travellers has caused unnecessary alarm among residents. Six of the sites are within two miles of Hampton on the Hill and Hampton Magna, an area with already overstretched amenities. The 31 pitches required should be placed on the fringes of other, much larger, proposed housing developments, which will provide convenient access to better amenities.
