Crynodeb o'r Gynrychiolaeth:

Site GT10 is unsuitable and unsustainable as a Gypsy & Traveller Site.

The site does not have convenient access to a GP surgery, school and public transport.

Other suggested sites are more suitable and more sustainable - Sites 1, 11 18 and 17. These sites are more accessible to the major urban areas and accordingly more sustainable.

Crynodeb o'r Gynrychiolaeth:

Proposed site unsuitable/wouldn't meet needs of G&T community thus would compromise co-existence between site and local community.
Insufficient places at already oversubscribed local schools for G & T children.
Lack of public transport in area would produce increased traffic on already overcrowded roads.
Green spaces should not be used for mobile population- need to be preserved for future generations.
No provision for disposal of foul sewage into adopted foul and surface water sewer system.
Majority of cost of necessary improvements would be borne by local council tax payers.
Locating site near to residential areas would decrease house prices and increase home insurance premiums.

Was manager at Tollgate House for 15 years. During that time, Travellers parked in lay by alongside. Although humans not a problem, their dogs caused considerable worries, exploring kennel complex. Local vet was treating several for sarcoptic mange and parvovirus. Both are highly contagious conditions.
Future of Guide Dogs in the UK rests with their unique breeding scheme producing healthy puppies in sufficient numbers.
Anything which risks this must be avoided at all costs.

Crynodeb o'r Gynrychiolaeth:

Live in Bishops Tachbrook, the school is oversubscribed and doctor's surgery is heavily used and possibly at capacity.

Interviews indicate gypsies deny having children as they don't send them to schools so offering gypsy children school places denies other child a place.

Figures quoted in Plan need questioning as they have gone from 11 sites in 2008, to 23 in the regional spatial strategy to 31 in 2012. Maybe try one small site and see how it goes? If government is using the regional spatial strategy figures why spend monies on a new report in 2012?

What consideration has been given to the costs of all the proposed sites? What funding is there for these sites?

Property prices will fall. Heard from several sources about gypsies shoplifting from Co-op shop on Warwick Gates.

Site GT10 is unsuitable as and gypsy dogs could enter the nearby guide dogs breeding ground and spread disease.

Other areas that have made provision for gypsies have had an increase in the number of gypsies in that area.

Crynodeb o'r Gynrychiolaeth:

Area is predominantly livestock breeding. National Guide Dog Breeding Centre is nearby. Gypsy and Traveller dogs mainly lurcher/greyhound type which worry sheep and cattle and free range poultry and are liable to have diseases.
Long frontage with M40 motorway. this section seen number of accidents where vehicles have crashed through the motorway fence. Also has long frontage with B4100 which is extremely busy.
Adjacent to extremely busy motorway junctions (13 and 14). The roads leading on to the B4100 raise road safety issues and slow moving vehicles entering or exiting a main road a particularly dangerous hazard.
There is no main gas or drainage in the area.
Area is rural and agricultural so site will be a major invasion to the openess and irreversible urbanisation of the entire area.
Support the objection of one of the site owners regarding Farming Enterprise and Agriculture, Highways and Safety Issues, Services and Utilities, Rural Landscape and Ecology and Wildlife Habitat.

Crynodeb o'r Gynrychiolaeth:

Site represents greatest danger to Guide Dogs as an organisation; strong objection.
Explain importance of and investment in Guide Dog (National) Breeding Centre (NBC), need for disease control and measures taken to avoid disease (specifically included in original siting criteria). Concern for location of a G & T site nearby with unknown vaccination and health status and disease risk. Have consulted Veterinary Expertise (full details provided). Cross infection could result in loss of pregnancies and puppies. Would be very costly to breeding programme and detriment to Guide Dog Nationwide distribution network and the national charity and an important organisation in the local community. No guarantee of health management or movement of dogs. Presence of bitches on heat within NBC will attract male dogs and any free roaming dogs will be constantly trying to enter the centre resulting in nuisance and increased disease risk. Therefore would not be acceptable to locate a G&T site adjacent or in the vicinity.
Would not be a compatible and integrated land use or promote peaceful and integrated co-existence.
As landowners consider land is unsuitable. Will strongly resist cpo. Area of search includes land forming part of current operations and an essential part of functioning.

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Lack of public transport and paths means distance to key facilities and employment will promote vehicle dependence where high volumes of traffic already exist, thereby increasing pressure on road infrastructure.
Bishop's Tachbrook primary school is oversubscribed and often children within the catchment area are turned down, unlikely that it would cope with additional demand. A 'major negative' which cannot be mitigated given emphasis on the need to address significant health and educational inequalities faced by travellers.
Should not be considered further until consultation with English Heritage is complete regarding adjacent Scheduled Monument and listed buildings.
Adjacent to the M40 and potential harm from noise needs to be assessed and quantified.
Should not be considered further until a risk assessment of impact on Guide Dog National Breeding Centre is undertaken.
Anticipate widespread concern from the settled and travelling communities over a range of issues which undermine the viability of the site.
Cumulative impact with other proposed sites on sustainable transport; the need to travel; local services and community/other facilities.
Oppose site for specific reasons and precautionary principle until certain key data is known.

Crynodeb o'r Gynrychiolaeth:

Unable to determine if this site is inconsistent with paragraph 7.3 of the document and will have the potential for undiscovered archaeology relating to Oakley Wood Camp. Therefore more assessment is necessary, when/if the site is considered further, to assess these possible impacts and whether any undesignated assets of importance or wider historic landscape matters are also affected.

Crynodeb o'r Gynrychiolaeth:

This site is bordered by the M40 and the Banbury Road with no pedestrian access. The Revised Development Strategy proposes 12,000 new homes south of Warwick and Whitnash, which will further increase traffic volumes around the site. Therefore this site does not meet the Council's criteria of having a safe access to the road network.
Site would suffer noise pollution from the M40. Noise pollution will increase greatly due to the thousands of new homes (and traffic) to the south of Warwick and Whitnash proposed in the Revised Development Strategy. The Council's criteria that Travellers' sites should avoid areas where there is the potential for noise and other disturbance cannot therefore be met.
Banbury Road is the access road to the historic town of Warwick. The Council's criteria that Travellers' sites should be integrated into the landscape without harming the character of the area cannot therefore be met.
The national breeding centre for guide dogs is at risk of infection from pets owned by travelling communities.

Ymatebydd: Mrs Anne Steele

Crynodeb o'r Gynrychiolaeth:

The site does not meet the Council's site requirements and therefore does not address the Issues affecting the Gypsy and Traveller community. In general, the site is remote from amenities and would place unreasonable pressure on local infrastructure and services. The proximity of major roads and existing communities to the site will create potential for noise and disturbance.

The proposed location cannot be integrated into the landscape without harming the character of the area. The potential visual impact on the approach to Warwick will damage tourist Industry and the local economy.

Businesses within the Bishop's Tachbrook Area may also suffer; Listed Buildings in Bishop's Tachbrook may be subject to possible damage; if the site is used as a place of work, there is a threat of pollution to the Tachbrook Brook; loss of good quality arable land. Overall there will be an adverse impact on important features of the natural and historic environment.

Bishop's Tachbrook Primary School & Nursery are oversubscribed. Providing the additional support required by Gypsy and Traveller children will be difficult to provide without adversely impacting all pupils without additional funding from the County Council.

Site access directly on to roads within 50 mph speeds doesn't enable safe access to the road network, especially if large caravans are turning. There are no pedestrian footpaths or public transport links. School children will have to wait for school buses on main roads or be transported to safe bus stops by car or all the way to school. This is not a sustainable solution.

The provision of utilities on the sites is questionable.
Where will the Gypsy & Traveller Community find work?
The site is likely to be operated by the Gypsy Community and not the Council so the actual numbers of people on site won't be regulated or controlled.

Crynodeb o'r Gynrychiolaeth:

Proximity to the Guide dogs breeding center could increase the risk of communicable disease given difference between traveller husbandry and contemporary methods.
The GP Surgeries in Bishops Tachbrook & Whitnash & Harbury are at capacity.
The primary schools in Bishops Tachbrook & Harbury are oversubscribed and in Whitnash, St Josephs' children with siblings at the school are being turned away. Traveller children may have educational needs and so require additional help, especially if their parents are unable to assist with reading and writing.
Adult illiteracy reduces work opportunities and there are no immediate local employers for Travellers to obtain work. Most villagers have to commute to work.
There is no Dental care in Bishops Tachbrook.
There are no pavements between the proposed site and the nearest village nor any bus stops or safe place for one to be installed. This means more traffic through Bishops Tachbrook & Whitnash Additional traffic at major road junctions, with speeding cars, would be too much. What are the provisions safety and security of people & animals given proximity of 50 mph roads?
Most of this plot does not have any provision for utilities.
Bishops Tachbrook, Whitnash and Harbury would not be able to offer any traditional forms of income or support the traditional lifestyle of travellers or gypsies given that it's not a horse based community and police advice is not to buy from door to door sales people.
The site is not in an area that can be integrated into the landscape without harming the character of the area and has a potential visual impact on the approach to Warwick, which would damage the tourist industry.
Therefore a site in this location will put undue pressure on local infrastructure & services.
