G & T sites subject to similar location criteria to mainstream housing. No reason why new large urban extensions could not accommodate G & T sites. Locations must be sustainable and G &T site could be designed in.

The Stratford DC site on the A46 just outside Sherbourne should be taken into consideration along with the problems that such an allocation have brought to the local community and indeed the WCC.
I have responded on behalf of the JPC, with site specific comments, using your online system.
The system works well for responding to each site but does not allow wider comment - this is disastrous as most of our councillors' and residents' views go beyond the site specifics.
Please take on board the following generic views on this consultation and its proposals;
* This is a poor consultation and its timing parallel to the New Local Plan consultation has sadly had a debilitating effect on that consultation - or was that deliberate?
* The sites selected and proposed are very poor and their presentation is even worse.
* The GT12 and GT16 confusion is inexcusable and unacceptable - and the author should be made fully aware of their shortcomings - presumably it was a table-top study from someone out of the area...
* The JPC sees no reason why G&T sites should be considered any differently to any built development sites - indeed there are significant reasons to believe that the criteria applied should be stricter - eg caravans are at greater risk in flooding situations.
* Many of the proposed sites would never currently be considered for built development - evidenced by their not appearing in the main NLP proposals.
* This brings us to a major principle - G&T sites should be considered along with AND WITHIN the NLP
* G&T sites should be included within new development areas - such as the massive swathes proposed south of Warwick and Leamington - where they can be properly designed, provided at an early stage and fully integrated with their surroundings rather than parachuted into a settled community. This would make planning sense, would be acceptable to the major developers - they agree! - and most importantly would actually be best for the G&T community
* The consultation carried out by Salford University to measure Permanent G&T site needs is not remotely convincing. Their sampled population may well not be representative of actual need and would appear to be simply ticking a consultation tick-box. There are empty sites to the north of the district.
* The Sustainability Appraisal also lacks convincing evidence - it has clearly been dumbed down by its traffic light scoring system rather than the more conventional numeric scoring. The fact that on certain criteria some sites score wildly different extremes but are not averaged is bizarre! The fact that GT16 is scored as it is must cast the final doubt on this whole consultation - by objective assessment of the Sustainability Appraisal results for that site it would appear to rank in the top THREE despite being a flood compensation area!
* Whilst we understand, but may not actually agree with, the apparent requirement to address this matter on a District basis we are concerned that no cross-district boundary consideration or cooperation seems to have taken place. Specifically we consider that the Stratford DC site on the A46 just outside Sherbourne should be taken into consideration along with the problems that such an allocation have brought to the local community and indeed the WCC.
* Once again the Greenbelt issue is providing problems and requiring a district wide requirement to be shoe-horned into the small area south of Warwick/Leamington. Again this requires a more realistic and imaginative approach to how WDC deals with Greenbelt policies.

Enlargement of existing sites more sustainable.
Land to the west of Cubbington Heath / Hill Farm
I would like to express my views that I believe this site to be inappropriate for the following reasons ...
1. The depot entrance / highway access is on the brow of a hill on a relatively fast road, the risk to travellers & their families regularly entering / exiting the site represents a risk to both them and other road users.
2. Combined with the potential HS2 disruption in the local area this is another development that does not fit into the local surroundings on the edge of green belt.
3. North Leamington School and local juniors & infant schools have pressure on numbers already and class sizes are too large together with other local amenities & services.
4. No local industry exists and therefore pressure will increase on the already congested road network, only making the situation worse.
5. These sites historically attract other social & nuisance problems, the impact on local property prices and neighbourhoods is both an issue and unwelcome.
6. The recent review of the local plan rejected further residential development in a 'green belt' area of North Leamington & Cubbington
7. The enlargement of existing sites would seem to be a more sustainable plan rather than numerous smaller and more likely costlier to maintain
8. The protection of existing council land ie. playing fields from being occupied by travellers seems a growing problem, I question if these sites will change this situation?

Castle Park - an extensive tract of land to the south of the town but with no public access.
Various areas of vacant land north of Warwick town centre in the vicinity of the canal, e.g. sites around Lower Cape.
Open fields adjacent to the river/canal/railway line between Warwick and Leamington
Areas adjacent to Warwick/Leamington southern urban fringe and industrial estates e.g. Gallows Hill, Heathcote Lane etc.

The land to the South East of the Leamington Golf and Country club can be accessed safely from Golf Lane, has safe access to a number of schools in both Whitnash and Sydenham. This land is not over looked and will have less visual impact than GT04.
I am writing to lodge an objection to the proposal for a travellers site GT04 at the end of Middle Road on land off the Fosse Way. I do not believe that this land meets the local authority policy criteria:
** Convenient access to a GP surgery, school, and public transport;
The nearest doctors surgery has no capacity for the level of additional patients that will need access to a GP surgery.
The local primary and secondary schools are already at capacity.
Although there are bus services that pass this site there is real safe means of the buses stopping in this location due to the high level of traffic on teh fosse way. Any off Fosse bus stops would require the use and crossing of an unpaved very busy road that already has a significant accident record.
** Avoiding areas with a high risk of flooding;
This is a flood risk area and often floods. There is a river running to the North of the site that can regularly breach and would flood the land.
** Safe access to the road network and provision for parking, turning and servicing on site;
This area of the Fosse Way is a high risk travel route with more than
12 serious incidents in the last 3 years. Being a regular cycling to
work I sometimes find myself waiting for up to 10 minutes to cross this
road in the morning due to the high level of traffic travlling to the
Jaguar LandRover Gaydon site. I also avoid cycling along the Fosse as
it is not wide enough for cars and cyclists and use the National Cycle
route to the North of the proposed site a a safe means of getting to
Radford Semele via Whitnash.
** Avoiding areas where there is the potential for noise and other
disturbance;
The proposed site will have a visual impact from Harbury and from teh
Fosse Way.
** Provision of utilities (running water, toilet facilities, waste
disposal, etc);
The proposed site has no mains gas, mains sewerage or drainage. The
nearest water source is a stream which is the opposite site of the
National Cycle route. This stream may be the used as a source of water
and also as a drainage/waste means and in this case there will be a
risk to teh health of the travellers and also there will be an imoact
on the local habitat. This will also result in the cycle route
becoming part of teh travellers site which could inhibit passage and
require people using this route safely to use the Fosse Way and thus
increasing the risk to teh local community of any accidents on the
Fosse Way.
** Avoiding areas where there could be adverse impact on important
features of the natural and
historic environment;
See above for potential damage to the water course.
** Sites which can be integrated into the landscape without harming the
character of the area
The site will have a visual impact from Harbury and the Fosse Way.
This site is also close to the main Cross Country rail line with high
volumes of rail traffic. Althouggh Network Rail have reasonable
boundaries then there is the possibility that these boundaries may not
be robust and that children could get on to the rail lines. The
Council would have to assess these boundaries and complete a risk
assessment to ensure that this risk is mitigated.
If this land had to be used then a suggestion would be that the land to
the South East of the Leamington Golf and Country club is more
appropriate in this vacinity. It can be accessed safely from Golf
Lane, has safe access to a number of schools in both Whitnash and
Sydenham. This land is not over looked and will have less visual
impact.

Harbury Lane ticks all the boxes as being developed for houses so utilities will be provided, new schools will be available, house buyer will know before purchasing a travellers site will be there.
Gypsy spokesman identified Europa Way as being acceptable so that should be made available.

In view of Eric Pickles statement to protect the green belt, the options for G&T sites across Warwick district are restricted as approx. 80% is within this designation.
DCLG - Planning Policy for Traveller Sites, Policy B para. 9(c) calls for duty between neighbouring authorities to cooperate (especially where there are constraints). Possibility to work with other authorities should be investigated further.
A G&T site with planning permission exists in Stratford district at Black Hill on A439 approximately 4km from Longbridge.

Suggest:
Extending existing caravan site at racecourse. Closer to urban facilities, less cost and disruption. Facilities available, convenient for doctors and schools.
Gypsies love horses and frequent race meetings.
Existing development where Banbury Road meets Tach Brook. Land has been raised to protect against flooding. Lanscaping with trees would reduce impact. Pedestrian access to Warwick. High speed road, but if 30mph extended a little futher out of Warwick, traffic safety would increase and noise decrease.
Under duty to co-operate there is requirement to produce cross authority development. Progress is not reported and therefore document is incomplete.

Recommend sites on redundant services on A46. Would not be detrimental to visual effect of surroundings, would have access to facilities ie schools, GP etc in Warwick without overstretching village facilities.
Utilities already present and hard standing in place. Unlikely to be noise disturbance due to nature of the site.
Why such a large concentration in south of the area around small villages where the effect felt more keenly?

Suggest travellers sited in new housing developments.
Object to all sites within 3 miles of Barford.
Brookside Willows advertised as caravan park in ideal spot, but told not suitable because of old landfill - what was point of doing it in the first place.
Some traveller families live in social housing, then no need for sites.
