I object to the listing of this land as an alternative option as a site here will adversely affect an area of high landscape value.The mix of deciduous native tree species backed by the rolling topography is a traditional Warwickshire landscape unchanged for centuries and should be preserved as such. The proposed site cannot be effectively screened or camouflaged as it is located at the low point in the valley. The view in particular from the high ground at Ufton will be severely impacted.

I wish to object to the above with special reference to GT04 (HARBURY LANE/FOSSE WAY) mainly on the grounds of infrastructure.
1) I have noticed that there is considerable parking of cars at Leamington Football Ground from early morning and that a shuttle bus seems to operate a park and ride to Warwick Technology Park because of the lack of parking on this site. This is complimented by evidence of car parking on the grass verges along Gallows Hill during the week and it would appear that the football club is acting as a safety valve for what could potentially be chaos in car parking. What will happen to all these vehicles if the football club site is used as a Travellers/Gypsy site!? There seems to have been no forethought when the Technology Park was constructed and it would seem that the same is happening again here - as is the case with the proposal for a massive house building project to the south of Warwick-just look at Tachbrook Park Drive- again no forethought as to the unloading of car transporters and reversing manoeuvres by enormous articulated lorries, so obviously not enough parking space.

2) In the planning booklet reference is made to non availability of connection to a public foul mains sewer ( this seems to be a common problem with 4 of the 5 preferred sites), but that one solution is to drain away to the south - looking in this area I see The Tach Brook. To paraphrase a well known former tennis player, "You cannot be serious!!", this would be environmentally totally unacceptable.

3) At one of your drop-in exhibitions an officer of the council clearly stated that in the absence of sites being available, a Compulsory Purchase Order would be used to obtain a site, which seems to fly in the face of Eric Pickles and the Government's directive that this should not be used and not as John Prescott advocated some years ago to be encouraged.

I am proud to have lived in this area for 65yrs and do not wish to see it tarnished.

IT WILL NOT BE SAFE FOR ANY CHILDREN to leave the site unattended, as there are NO FOOTPATHS OR CYCLEWAYS, it will even be dangerous for adults to use adjacent roads on foot or cycle. The only bus stop is on an overgrown grass verge on a busy commuter route with no path or pavement to walk on. The site is on a high risk travel route with more than 12 serious accidents in the last three years. Cycling is particularly hazardous on this route. Additional use of adjacent roads by gypsies and their vehicles will simply increase these dangers

The site could not be integrated into the landscape without harming the character of the area. The visual impact across the valley gateway to Leamington and Warwick will be substantially impaired whilst the damage to wildlife habitat with the site adjacent to protected ancient woodland would be considerable. The site is also on the Archaeological Register with ancient pottery recently found and is also on an Historic Toll site from mediaeval times.

THE DISTRICT COUNCIL SHOULD NOT ALLOW THIS UNACCEPTABLE PLAN TO GO AHEAD

: Gypsy and Travellers Site Options, Site GT02. (Warwickshire Exhibition Centre, on the junction of Fosse Way and B425)

I can only really comment on the site on the junction of the Leamington to Southam road and the Fosse Way.

I would consider this site to be unsuitable for the following reasons;

1 The Midlands Exhibition Centre, which at present is a highly successful venture, would be badly affected, probably resulting in its closure and subsequent loss of jobs. It has potential to inrease its present business, but no further investment would be forthcoming.

The agricultural/growers business would find it hard to remain in business, possibly again with job losses.

The general attractive rural setting overlooking the valley would be destroyed.

With regard to alternative sites, Iwould suggest that the present Leamington football ground should be considered as the football club are willing to sell, thereby removing the need for possible compulsary purchase orders and the associated costs

GT01, GT02, GT04, GT08, GT19, GTalt02, GTalt03, GTalt07, GTalt11, GTalt16 would all appear to be suitable

This is probably the best "non-major development" site in the whole consultation. It is low profile in the landscape, could easily take 15 pitches and will impact on relatively few nearby residents. It is within acceptable distance from facilities and road access is achievable given that it is adjacent to the A425/Fosse Way roundabout and hence whilst there are significant traffic volumes they will be at acceptable speeds.

I recently attended a consulatation in Whitnash regarding this issue, to get an overview of the options and current proposals. I remain very much opposed in particular to the site proposed at GT04 Harbury Lane/Fosse Way for the following reasons:

Safety:

The junction Harbury Lane Fosse Way is a notorously dangerous junction, with a speed camera having been required to be installed there to slow northbound vehicles. Approaching fast moving Fosse Way traffic is very difficult to see when approaching from either Harbury or Harbury Lane, and as a Harbury resident I have observed regular accidents there, many serious enough to require the air ambulance. If you care to visit the junction you will see the remaining debris from the multiple accidents there over time quite clearly.

An increase in vans, lorries, trailers and caravans right next to this junction, as travellers enter and exit the site at GT04 and turn on to the Fosse Way at relatively low speed, will only increase the accident risk even further with the speed and volume of traffic currently using the Fosse Way. This junction has a very serious accident history, and I do not believe that GT04 therefore offers safe access to the road network.

Flood Risk:

GT04 is not a sustainable or appropriate site as the surrounding area is at risk of flooding as noted on the Environment Agency website, and I have personally observed on many occasions. I believe that WDC should research this site and obtain a full flood risk assessment.

Health Care:

The consultation document states that 'GP surgeries are located at Bishops Tachbrook(2.7 miles), Whitnash or Harbury(2.6 miles)'.The nearest and most convenient medical facility to this site is at Harbury and the surgery is already struggling to cope with demand as it has more than 6000 registered patients. As a resident of Harbury I can confirm that, excellent surgery though it is, they are completely overloaded with the current demand. I do not believe the surgery could accept additional patients, and that there are therefore any suitable medical facilities close to the proposed site.

Education:

The consultation document states that 'the nearest school with places is likely to be Bishops Itchington Primary School.. This does not take into consideration the 115 houses which have already been granted planning permission in Bishop's Itchington or the 200 proposed houses for the former cement works site between Bishop's Itchington and Harbury. It is therefore unlikely that there will be any spare capacity at either Harbury or Bishop's Itchington schools. As a consequence, any school age children from GT04 would have to travel into Leamington Spa to attend school. I do not believe that there are no suitable educational facilities close to the proposed site.

GT04 would also have an impact on the historic landscape and setting of Chesterton Windmill which is a heritage asset of international value. It is adjacent to the Roman Fort at Chesterton.This site would have a detrimental impact on the historic landscape.

Alternative Option Site GT02: Land abutting the Fosse Way close to its junction with the A425:

The landowner is not willing to sell this site and the Government is no longer supporting compulsory purchase powers. I support Harbury Parish Council's view that this site is no longer viable.

In summary there are far more appropriate sites which satisfy the criteria for convenient access to shops, schools and medical facilities.

I do not believe that either GT04 and GT02 satisfy the criteria for reasons of safety, flood risk, local health care, local education facilities and environmental concerns as above, and very strongly feel they should be disregarded.

This site has excellent access from the Fosse way - a popular route with the travelling community. It is not a particularly busy road and has an existing roundabout to slow traffic. It is a large site so noise mitigation can be achieved easily, it is not in a flood zone and the land is not high grade agricultural. Doctors surgeries and Schools are available in the vicinity.

I would like to add my comments to the public consultation on the proposed Gypsy and Traveller sites now that the preferred options have been published.

I have the following comments to make:
- Most of the preferred options are available without recourse to compulsory purchase. I feel that compulsory purchase should always be a last resort, as it should be the landowner's right to keep his land and also, this must surely be a more costly measure as there is always the possibility of legal battles. It seems some of the alternative sites are available without the need for CPO and I think these sites should be given more weight in the decision making.

- It is suggested that the first consultation will now not be considered any further.
This is disappointing in that many people felt compelled to respond to this consultation against some sites (specifically GT02). These responses should still stand and people's opinion should still be taken into account and not dismissed merely as the result of a campaign by the local landowner.

As to the sites, I would like to reiterate my concerns over GT02 that I raised in the initial consultation.

- this site would require CPO - it is therefore in principle not appropriate as above
- the site lies adjacent to a Roman road, with a high probability of archaeological interest from this
- the site lies within a valley and is highly visible from 3 directions. I think it would be difficult to overcome this and this seems to have been an important part of the assessment for some sites, but not for this one.
- there is no sustainable public transport connection - the bus stops cited in the report are not used, as they are not accessible from public footpaths and not safely accessible at all
- there are no amenities accessible without access to public transport
- WCC cite the Fosse Way as a Red Risk route with high likelihood of road accident. Any addition of housing of any sort, along this route would increase the likelihood of accident and traffic calming measures would need to be put in to place.
- moving the area of search away from the Warwickshire Exhibition Centre does not mitigate the impact on this business, which is a successful, growing local employer which draws people and external spend to the district. To adopt this site would jeopardise a business which need not be jeopardised.
- WDC has made no assessment, or attempt to assess, the impact of the proposed development on local employment or employers.

Objections to the Proposed Gypsy and Traveller Site
at GT02 Land abutting the Fosse Way at its junction with the B425
Fosse Alpaca and Kune Kune Pigs, a Division of Helle-Lorentzen Limited, farm land
adjacent to the above proposed site for the breeding and sale of rare breed livestock.
We have built up our alpaca herd over the last 11 years and it currently stands at 38
animals. Our herd consists of 13 stud males, including champion show animals, 2
male wethers, and 21 females with 2 cria at foot. The value of our herd is currently
£180-200,000 and the animals provide us with income from products made from their
fleece.
We are members of the British Alpaca Society and British Kune Kune Pig Society
and our herds are part of the recognised National Herds. As alpaca and kune kune
owners with valuable animals we are extremely conscious of bio-security and the
need to protect our animals from diseases such as foot and mouth, bTB and parvo
virus. These diseases can be spread by human trespass and rogue animals such as cats
and dogs. In particular young cats carry a virus which is known to cause abortion in
most mammals.
Our primary objection to the proposed site is that its adjacent proximity (abutting) our
farm exposes us to uncontrolled access by unvaccinated dogs and cats and human
trespass from possible contaminated sources. Further we birth alpaca cria each year
and the possible abortion of cria due to stress from dogs and cats, or human trespass,
would incur financial loss and considerable distress.
Our second objection is that the site, which may be used for commercial activity (as
yet undefined as suitable or contributing to sustainability) cannot be satisfactorily
integrated into the local landscape which is of an agricultural and rural nature with
long established farming operations.
We annually exhibit our animals at local events such as the Myton Hospice Fete Day,
Saltisford Canal Trust Heritage Weekend and the Xmas Craft Fair at the Fosse
Exhibition Centre.
Therefore our third objection is that the Travellers Site would have a major negative
impact upon the economic success of the Fosse Exhibition Centre and the amount of
visitors it draws in nationally, and the valuable income these visitors produce for the
local community and businesses.

This is a good site - WHY HAS IT BEEN OVERLOOKED? - excellent access is possible and minimal impact on the settled population. It should take 15 pitches. Traffic issues will be minimal as traffic is slowed by the adjacent roundabout. Services are adequately near at Harbury and Radford Semele.

1. Lack of public access. No foot paths.
2. Ufton has no shops. Harbury does but road network is already restrictive, with very limited parking.
3. Addition demand on local surgeries and schools, Additional traffic in congested village of Harbury.
4. Proposed site overlooked by Ufton so can't fail to have a visual impact on the surrounding area.
5. The Fosse Way and Leamington to Southam road are busy, unlit roads with no foot paths. Traffic to and from site during hours of darkness will result in much higher accident risk.
6. Noise pollution risk due to site being location in wide open space.

This is probably the best choice in the Preferred Options offering - a large site with good access onto the road system where traffic is naturally slowed for the roundabout. This site should take 15 pitches and will have minimal impact on fewest residents. Adequate services available at Harbury and Radford Semele.

I wish to object to the inclusion of site GT02 in the list of alternative sites. The development of this site would prejudice the economic viability of the Warwickshire Exhibition Centre to the detriment of the overall economy of the district.
The site would also require expenditure on infrastructure works. It would impact adversely on the natural environment. It is not convenient for access to services.

Ref GT02: Safe Access - There will be no safe access on to the over-busy Fosse Way. This is already a high casualty area and this potential development would only increase it.

Ref GT02: Local Amenities - The only public transport access (bus stop) is on the A425. Access to this bus stop from the proposed site would require walking along the unmade grass verge of the Fosse Way, and then across the A425/Fosse Way Roundabout, where no paths are present or possible. This will cause accidents, if not fatalities, to those trying to do so.

Ref GT02: Use of the Site - The only non-residential activity in the area is arable farming. As the consultation guidance mentions that "some travellers live and work from the same location" this will, without doubt, not promote peaceful and integrated co-existence between the site and present local community, as this would run contrary to the way of life for all the surrounding residents.

Ref GT02: Local Landscape - This proposed site slopes up from the Fosse Way meaning it would be exposed and open to the Fosse Way. This proposed site could not be integrated without harming the landscape of the area.

Ref GT02: Noise Levels - Road noise from the Fosse Way to an exposed site such as that proposed under GT02 would be very high. The Fosse Way is extremely busy and this section has fast moving traffic, which will generate a high level of noise and disruption to the site.

Ref GT02: Provision of Utilities - There is no mains waste water service in the area and the implementation of such on other local developments has been extremely expensive.

Ref GT02: Safe Access - There will be no safe access on to the well used Fosse Way. This is already a high casualty area and potential development would only increase it. This would be of particular risk to traveller families with young children.
Ref GT02: Local Amenities - The only public transport access (bus stop) is on the A425. Access to this bus stop from the proposed site would require walking along the unmade grass verge of the Fosse Way and across the roundabout, where no paths are present or possible. Traffic along all roads leading to the roundabout is going at approx 50 miles an hour, so this route is not even safe for adults, far less for families with young children.
Ref GT02: Use of the Site - The only non-residential activity in the area is arable farming. As the consultation guidance mentions that "some travellers live and work from the same location" this will not promote peaceful and integrated co-existence between the site and present local community.
Ref GT02: Local Landscape - This proposed site slopes up from the Fosse Way meaning it would be exposed and open to the Fosse Way, unlike some other proposed sites which would provide the traveller camp with more privacy. This proposed site could not be integrated without harming the landscape of the area.
Ref GT02: Noise Levels - The Fosse Way is extremely busy and this section has fast moving traffic, which will generate a high level of noise and disruption to the site. If travellers are also trying to work from their living site this would be particularly difficult at busy times of road use.
Ref GT02: Provision of Utilities - There is no mains waste water service in the area and the implementation of such on other local developments has been extremely expensive, both to install and maintain.

This site is of reasonable size and it is within the route and area preferred by the gypsy and travellers' community. It satisfies all the criteria without impacting too much on the wider local community.

Convenient access to a GP surgery, school and public transport
This site is in excess of 1.5 miles from any GP surgery. The proposed site is outside of the catchment area of Harbury Surgery and the nearest surgery is the Croft medical Centre in Sydenham (3.3 miles away) which it is understood is full. The next surgery is the Cubbington Road Surgery (4.7 miles) away and is not served by direct public transport so there is no convenient access to a surgery'
The position with regard to schooling is similar with Radford Primary School being almost fully subscribed and if the additional hundred houses are built in the village it will be full. This is outside of the Harbury catchment area and Harbury Primary School has also recently had issues with oversubscription already'
There is a bus stop on the A425 however there is no pedestrian links from that to the potential site which has safety implications. Public transport is not frequent.

Avoiding areas with a high risk of flooding
No comment.

Safe access to the road network and provision for parking, turning and servicing on site;
The proposed 15 pitch site could contain up to 50 vehicles and generating significant daily traffic flows. . It is by the junction of two major roads (A425 and B4455 Fosse Way) and access into the traffic flow will possibly need highway improvements. It is possibly unwise to introduce even more traffic turns on this major route and it will certainly add significantly to existing peak time delays. The Fosse Way in particular sees fast traffic despite the nearby speed camera and is a designated High Risk Route by the Countv Council. GT 02 will involve considerable infrastructure in addition to the actual site. its proximity to the roundabout may require traffic control and road widening to provide a right turning lane for access. Further features could include bus shelters and a pedestrian crossing and more street lighting would be needed

Avoiding areas where there is the potential for noise and disturbance
This site is adjacent the Fosse Way a very busy and noisy main road. .

Provision of utilities (running water, toilet facilities waste disposal etc);
The proposed site has no mains sewerage, drainage or gas so fails to meet the criteria. Also the electricity supply is a limited rural line and will possibly need to be upgraded to meet the considerable increase in demand.

Avoiding areas where there could be an adverse impact on important, features of the natural and historic environment

This choice of site overlooks the fact that at this point the Fosse Way, as the original Roman road built nearly 2000 years ago is known, is on its original alignment and there is likely to be considerable archaeological remains in the area which will be destroyed by the development. Nearby there ale traditional historic Woodlands which contain rare species so this criteria is not met. There was a tollhouse on the junction of the Fosse Way and Southam Road in the 17th and 18th centuries. lf GT 02 is approved it is important that a major archaeological dig should take place prior to site work so that the archaeology and heritage of the area can be recovered and safeguarded.

GT 02 is close to two historic traditional Woodlands, which provide a habitat for birds and small mammals that would be greatly affected by the proposed site and the possible intrusion and activities of younger residents. It is known to be a habitat for Pipistrelle bats (Pipistrellus pipistrellus) and also great crested newts (Triturus cristatus), amongst other species.

Sites which can be integrated into the landscape without harming the character of the area.
The proposed site will cover 0.8 hectare (8000 m2) which is four times the size of the Exhibition Centre and if the Enfusion (consultants) recommendation to include working space is adopted this would possibly increase to 6 times the area of the Exhibition Centre. There will be a large variety of caravans and vehicles on the site so, being in the bottom of the valley, it cannot integrated into the landscape without harming the visual appearance and character of the area. .

The area surrounding GT 02 is rural and agricultural in aspect and the proposed site will be a major invasion into the openness of the countryside and will be an irreversible urbanisation of the area. If the site is built, the council will be ill placed to prevent further 'ribbon' development

Promotes peaceful and integrated co-existence between the site and the local community;
In this respect the local community forms two distinct sections. There is a very small immediate community of some individual dwellings both sides of the Fosse Way and Southam Road roundabout within half a mile of the and the far greater community in the village of Radford Semele over 1.5 miles away. It will be difficult to integrate the residents into the local Fosse Way community as with up to 120 residents on site rather than integrate they will actually absorb the local community. This does not meet the criteria of a peaceful and integrated co-existence. .

Avoids placing undue pressure on local infrastructure and services
The proposed site has no mains sewerage, drainage or gas so fails to meet the criteria. Also the electricity supply is a limited rural line and will possibly need to be upgraded to meet the very considerable increase in demand. .

Reflects the extent to which traditional lifestyles (whereby some travellers live and work from the same location thereby omitting many travel to work journeys) can contribute to sustainability.
Whilst there may be an element of living and working from the same site, any sustainable or active travel gains could be negated by visiting traffic to the site in relation to any business ventures

Other issues which I consider should be taken into consideration

Local Business/Employment
There are several businesses located at GT 02 in addition to the Warwickshire Exhibition Centre. They include salad producers, specialist storage, event management and publishing. Collectively they employ between 50 and 60 people and the site would cause significant difficulties for all. Should this site be chosen, then due to the PERCEPTION of event organisers It is estimated that within two years the Exhibition Centre would lose sufficient events to make it impossible to continue operating and the company itself would cease to exist resulting in upwards of ten permanent job losses and a further 30 event staff losses.

Tourism and the wider economic situation
It is anticipated that the Exhibition Centre will contribute in the region of f,5 million to the local economy in hotel accommodation, restaurants, entertainment, bus and taxi usage over the coming four years. This would all be lost if the Exhibition Centre were to close.

Agriculture
At present the proposed GT02 site is part of an area of some 50 acres of good quality, extensively farmed land. Unauthorised intrusion from GT 02 into the agricultural land could result in contractors not wishing to risk tractors and equipment and this together with crop damage and possible rubbish deposits could result in the land ceasing to be farmed and becoming unsightly.

Animal Welfare
Located close to GT 02 are Fosse Alpaca and Kune Kune Pigs, a business breeding these rare breed Iivestock. The Alpaca herd numbers 30 animals and the owners are extremely conscious of bio security and the need to protect the animals from diseases such as foot and mouth, bTB and Parro virus. These diseases can be spread by human trespass and unvaccinated dogs. The animals graze on fields between GT 02 and the Grand Union Canal.

Site has all facilities required and will not impact on existing local communities.

I have grave concerns as to the road safety on this part of the Fosse Way particularly when traffic is heavy due to Jaguar Land Rover's increased use. The local schools and doctors surgery are at full capacity and public transport is non existent. The placing of a site on this land will also close a highly successful business which employs local people. Not, I would imagine, a popular situation promoting peaceful and integrated coexistence between site and local community.

The site will have a major negative impact on a thriving local business and employer that attracts thousands of visitors to the area every year. This will have a serious knock-on effect for many hotels, restaurants, shops, taxi firms throughout the leamington region. This can surely can not be justified by the council.

Also, the local school is already full and this situation is being made worse by the new houses that are coming to the village. In addition, as there are no footpaths, children would either have to walk along the main carriageway into Radford Semele or the parents will have to drive them leading to further congestion in the village.

Also, the nearest doctor is in Sydenham - nowhere near this site.

Finally, the Fosse Way is an historic site, along with the nearby ancient woods and must be protected.

This site is completely inappropriate for a variety of reasons. The destruction of a local business that would result from the compulsory purchase needed is completely nonsensical. The loss to the local economy would be huge and I cannot understand how the council would consider this justifiable. The impact on the landscape would be detrimental as this area is viewed from a hill from several sides when approaching Radford Semele and could therefore not be effectively screened - it I could not therefore be integrated into the local landscape. The number of travellers would outnumber the residents in the nearby small development which would not 'promote peaceful and integrated co-existence'. The road is currently already dangerous and there is no footpath or lighting leading into the village and it's facilities. The only bus stop is situated at the side of the road,almost in a hedgerow, again with no path so unsafe for adults and children alike. Once in the village, there is no doctor's surgery and the school is already at capacity - the fact that the village is also expected to accommodate at least 50 new homes under the local plan means that these already stretched facilities will be even more overloaded. Finally the site is also close to the historic Fosse Way which is of archaeological interest, as well as historic woodland which would be adversely impacted by the site.

Not only is this site unsuitable due to its location on an already very busy road, but also the landowner does not want to sell their property. In my opinion, there is no excuse for compulsory purchasing land to give to someone else? Using this site would also mean the closure of a local business and the consequent loss of jobs for local people.

This site is not appropriate as it will have a negative effect on the Warwickshire Exhibition Centre - a thriving business that brings many many visitors and significant income to an attractive part of warwickshire. The business would be unvialble if a gypsy site were at this location.

I object to site GT02 on the following grounds

1/ Adverse Impact on rural landscape; GT02 is part of WDC's SHLAA assessment and Local Plan environmental Landscape sensitivity report site RS03, which identified it as very high impact to the rural setting affecteing Radford Semele. The GT02 site contravenes the findings of these reports.

2/ Local Business; The site negatively affects the livelihood and local jobs supported by the existing Farming land and Warwickshire Exhibition center directly adjacent. The compulsory purchase of the site will remove valuable rural farming land from production.

3/ Strain on Local infrastructure; Radford Semele has the closest local amenities such as the primary school and these are already at saturation and cannot accommodate the additional gypsy site, also there is no Doctors surgery. Radford Semele is due to have an additional 60 to 100 houses allocated in the WDC Local plan so this site will have a lower priority to any available infrastructure or amenities.

4/ Traffic impact: the site will add significant commercial traffic to the Fosse way which could require a reduced speed limit and additional traffic calming measures to protect the traveler residents when accessing the road.

5/ Inappropriate funding: The site would require compulsory purchase of farmland which as a Warwickshire community charge payer, I object to my funding of WDC services being used to purchase this site when other WDC owned sites are available.

1. Due to the existing businesses (Warks exhibition centre) affected by development of site GT02, Compulsory Purchase would incur significant costs due to relocation and loss of profit. Over 20 years this could amount to millions.

2. Ref SDC Reg 18 consultation (Q1 2014) point 9, potential sites need consideration with respect to "previously developed, untidy or derelict land". GT02 does not qualify in these respects.

3. Proximity to school and doctors: Harbury school and doctors both full.

4. Proximity to local community: GT02 does not meet the national planning framework guidelines recommendation for sites to be on community periphery to encourage integration.

5. GT02 does not meet national planning framework guidelines recommendations for availability of good infrastructure (roads, pavement, street lighting, broadband, cellphone reception).

6. In accordance with planning and building regs, GT02 site is unable to use soakaway or runoff since soil is clay based.

7. GT02 raises road safety concerns, due to proximity to Fosse Way and Harbury Lane/Southam Rd with no pavements.
