Crynodeb o'r Gynrychiolaeth:

A greater degree of flexibility should be built into the plan to meet growing need from right across the Region, including Birmingham. Sites "allocated" by the Council are based on assessment criteria applied in a consultant's report upon which there has been no objective or transparent debate.
It is considered that there are clear flaws in the assessment process which can only be highlighted at the Examination. Additional and preferable land should be "allocated" by this Plan to meet this demand.

Crynodeb o'r Gynrychiolaeth:

This is not sound because the council responsible for other areas more traditionally associated with Coventry expansion - the land between Coventry and Bedworth and Nuneaton - has not yet responded. Housing in this area has almost direct connection to the M6, to Coventry A46 bypass and to Coventry Pheonix Way spine road which all take commuter traffic to the areas of main employment.

Crynodeb o'r Gynrychiolaeth:

I am objecting to this policy as i do not believe Warwick District should be providing housing that cannot be met by Coventry. This will put an unacceptable strain on the infrastructure within Warwick District. If it has been found that Coventry cannot meet it's housing requirement then it must be questioned whether need / provision has been over identified or correctly assessed. Development in the greenbelt is also not supported as this will further erode the distinct boundaries. Preventing coalescence is key to preserving the character and nature of each individual settlement, particularly rural settlements.

Crynodeb o'r Gynrychiolaeth:

SHMA not independent. Projections used as forecasts. Questionable assumptions on headship rates. Economic issues, commuting, international migration, student needs, affordable housing unaddressed.
MOU didn't consider policy factors limiting ability to meet needs. Distribution decisions arbitrary, opaque, extreme. Warwick taking largest share of overspill unjustified given Green Belt.
Can't demonstrate that 17,000 dwellings can be built by 2029.
Cumulative impact of proposals exacerbates extant problems. Nearly half of housing development would be in Green Belt - does not comply with NPPF. Insufficient consideration of infrastructure implications.
Plan unsound, unsustainable, unworkable. Housing provision between 10,000 and 10,500 more appropriate / achievable.

Object to proposals:
- contrary to NPPF

- no exceptional circumstances demonstrated
- no landscape analysis of whole of SMA that justifies removal of site from green belt

Crynodeb o'r Gynrychiolaeth:

There is no meaningful MOU and there is no agreement to apportionment of the HMA's OAHN. It is fundamental that this is resolved so that the evidence base to support the Local Plan can be developed. Without a supporting evidence base, the Local Plan cannot progress as the sites allocated and the policies detailed within the Local Plan are not positively prepared and the Local Plan is therefore not justified.

Crynodeb o'r Gynrychiolaeth:

Support Local Plan's position in meeting unmet housing needs of adjoining Districts. Must ensure that the full unmet housing need is met from those Districts. Notes Memorandum of Understanding between the various Authorities but concerns about: -
a) whether full OAN for Coventry City has been identified - have lodged objections to emerging Coventry City Local Plan; and
b) a number of Districts do not appear to agree to their proportion of the unmet housing need for Coventry or indeed want to leave it too late in their respective plans.

Crynodeb o'r Gynrychiolaeth:

Support the Council in meeting its Duty to Cooperate and the increase in housing need to accommodate unmet need from outside the District. However, this unmet need should not be separated out from the Warwick's actual need.
The 2015 SHMA has a critical role in preparing a sound Local Plan. However the SHMA covers a 20-year period, but the plan period is 18 years. To allow for this, the Council has applied a pro-rata figure to the plan period. Although the total need over the 20 year period is known, the breakdown of demand for housing during the period is not, it is not a constant perfect linear line, but dynamic.
The Plan's target of 16,776 new dwellings is not justified and potentially could under deliver in the short term. Failure to provide the required level of housing will further compound supply problems, hinder economic growth and fail to address affordability. Warwick District is less affordable, than the England average.
If the Council insist on using a figure different to that in the full OAN identified in the SHMA, this figure needs to be justified for the shorter period. In accordance with the need to "boost" housing supply the housing target should be expressed as a minimum to provide for additional flexibility for any under-delivery on allocated sites

Crynodeb o'r Gynrychiolaeth:

uncertainty about whether or not OAHN for the C&W HMA will be met in full.
The resolution of this strategic matter remains uncertain because of inclusion of a figure of 14,060 dwellings (703 dwellings per annum) for Nuneaton & Bedworth rather than the 10,040 dwellings (502 dwellings per annum) as set out in the Pre Submission Local Plan consulted upon in December 2015 which makes no provision for unmet needs from Coventry so full OAHN will not be met.

From a letter dated 14 October 2015 Warwick District Council will be objecting to the Nuneaton & Bedworth Local Plan.

Crynodeb o'r Gynrychiolaeth:

Allocations contrary to NPPF requirement to maintain separation, prevent coalescence
Numbers based on Coventry requirements not approved in local plan, revised before 2017?
No critical examination of claims that land unavailable -areas of Coventry green belt could be developed with less impact
Provision of land to meet Coventry's overspill contrary to NPPF - require sub-regional SA to be valid
How do proposals fit with neighbouring development
No consultation undertaken with parish councils before decisions made
MoU providing additional housing for Combined Authority circumvents democratic process, NPPF
Impact of proposals at Thickthorn and Kings Hill next to over-capacity A46 not considered

Crynodeb o'r Gynrychiolaeth:

The identified housing need whether in or outside the District is below that which is properly required.
Evidenced in the Updated SHMA Report by GL Hearn (September 2015)
Uncertainty around figure assumed for Nuneaton & Bedworth
Level of OAN in Proposed Modifications fails to meet the demographic and economic needs of the District and HMA.
Plan currently seeks to rely on its immediate neighbours (North Warwickshire and Stratford on Avon) to cater for this.
Birmingham Plan Inspector's Report confirms level of shortfall at 37,900 dwellings. Council not meeting Duty to Cooperate provisions or test of soundness.

Crynodeb o'r Gynrychiolaeth:

Mod. 1 &2 Most of the modified submission relates to increasing the number of new houses and proposes building a major housing development in the narrow greenbelt between Kenilworth-Stoneleigh and Coventry. This is contrary to the NPPF requirements in Paragraph 80 "To check the unrestricted sprawl of large built-up areas." "To prevent neighbouring towns from merging into one another"; therefore the proposed modified Local Plan is unsound.
