According to the Employment Land Study no further office allocations to meet the minimum need in the Stratford area are required. This is because of low availability of jobs which would impact on the proposed BW settlement. Jobs for residents there would essentially be some distance from the settlement and this would involve travel by car requiring improved road and rail infrastructure, both difficult and expensive to achieve.

The Employment Land Study did not identify a need for further office allocations to meet the minimum identified need in the Stratford District. Clearly, the latter results from a limited amount of employment available. Therefore, the Plan's objective of internalising trips within BW would not be met as the majority of employment for residents would exist externally. This would obviously affect the amount of car use and require challenging and costly development of the surrounding road and rail connections as well as impacting carbon emissions.

It is noted that the Policy Direction indicates the following “Allocations specifically for affordable office space will be explored in the Reg.19 version of the SWLP, and we will explore commissioning further evidence as to how affordable office space could be secured prior to the Reg.19 consultation of the SWLP.” This is happening in the context of further growth at Holly Farm Business Park being ruled out. In these circumstances to move straight to the Regulation 19 version of the plan to provide further clarity is inappropriate as this would be without proper engagement and consultation.

Most if not all businesses, including start-ups, work better with an office. Again concessions should be offered e.g. rent/tenure.

I partially agree with Draft Policy Direction 15 but strongly oppose any inclusion of SG04 (South of Kenilworth) for office development. SG04 does not meet the criteria for exceptional circumstances to justify Green Belt release, and its development would harm Kenilworth’s historic landscape and rural character. The town lacks the necessary infrastructure and transport links to support large-scale office expansion, leading to increased congestion and strain on services. Instead, office growth should be focused in Warwick and Leamington, where demand and transport connections are stronger. Prioritising brownfield redevelopment and refurbishing existing office space would be a more sustainable approach.

The Council should acknowledge that where a local need can be identified and demonstrated, or an unmet interest in office accommodation can be demonstrated, that office accommodation should be permitted.

Bishop’s Tachbrook Parish Council supports this Policy Direction but is unclear as to why Kenilworth is not referenced in the PD. Focusing on town centres will help to revitalise them, but this needs to be done carefully so that the workforce can access good transport links from surrounding areas and car-parking will need to be improved.

I broadly agree, however I think that the opportunity for modern office development within a mixed business park would be useful in the greater Stratford area. Mixed business parks - such as Blyth Valley Park on the outskirts of Solihull - have proved highly successful and have attracted lots of high-quality businesses.

In Stratford district With all the residential building there should be growth in office space also. Otherwise Stratford district becomes another commuter district. Surely, this does not square with strategic policy.
