In designing development, movement through as well as between settlements should be protected, extended and improved. Developments with green infrastructure that are subject to residents paying a maintenance fee often exclude the wider public from walking, wheeling and riding through. Design should protect existing PROW, enhancing by making connections where the network is disjointed.

I would love to see a design code to ensure there are accessible letter boxes, not ones at ground level. I know the postal workers were asking for this years ago.

When finalising the strategic plan, the number of houses required should be categorised by size.ie numbers of 1, 2, 3 bedroom houses etc. This is essential to rebalance the housing stock, particularly in rural areas.

This says that production of settlement specific design codes will be led by Neighbourhood Planning Groups – is this the Parish Council and if so what support will we be given to do this should it be necessary? And will Parish Councils have authority to ensure compliance? There is also a to review the conservation area in Wellesbourne and Walton

The preparation of Design Codes should not delay the preparation and submission of planning applications. If a Design Code is in place planning applications should be prepared to be inconformity with its guidance. It should not, however, be necessary for developers to wait for Design Codes to be put in place before submitting planning applications or prior to their determination.

Draft Policy Direction 26 aligns with the NPPF, which encourages the use of design codes to provide clarity about design expectations. The policy’s commitment to a wide range of design codes, including area-wide, site-specific and densification design codes is strongly supported as it will help to deliver context-sensitive and locally appropriate design solutions.
While the policy correctly references the National Design Guide, it should also directly reference the National Model Design Code, which provides a framework for preparing local design codes. Including both will ensure the policy fully aligns with NPPF Paragraph 133 and national best practice.

New housing needs to be better designed in South Warwickshire. Recent housing developments in the area have been very poor in design, clearly cheap and unlikely to stand the test of time.

Southam Town, District and County elected representatives support this policy direction and believe it should go further in stating that the current Stratford on Avon District Supplementary Planning Documents (SPDs) should be retained for the area-wide design codes other than where specific provisions therein are shown to be not applicable to the wider SWLP area.

To achieve the intentions of the 10 characteristics, Communities should be encouraged to apply the design codes to their existing neighbourhoods as well as in their planning process. They should then be enabled with appropriate financial assistance to implement those plans.
