Site 695 – Land to the East of Bubbenhall
This site is adjacent to RBC’s boundary. RBC is in the process of seeking Cabinet approval to commence Regulation 18 Preferred Option consultation on RBC’s new Local Plan, including site allocations. The South Warwickshire Plan may wish to take RBC’s proposed
allocation into consideration when assessing the suitability of site 695. More details of this can be found on RBC's website, the site ID is 328.
The South Warwickshire Plan’s HEELA B assessment indicates that a primary school could be built on site 695, and indicates that a secondary school is not “proposed, accommodated or within distance” of the site. If this site was to come forward RBC would be keen to understand how education is to be provided for future residents of the site.
The site borders the parish of Ryton-on-Dunsmore. There is a neighbourhood plan which corresponds to the boundaries of the parish. It may be prudent to ensure that the Civil Parish of Ryton-On-Dunsmore are consultees should this site be further considered for allocation.

RBC’s Gypsy and Traveller Accommodation Assessment (currently in draft and unpublished) identifies a need for 94 pitches 2024-2042. RBC have identified potential site allocations to deliver circa 46 of those pitches, but a shortfall remains. The vast majority of occupied pitches in RBC are in locations which are within 3km of Coventry’s boundary. As there is a functional link with Coventry, and, as the South Warwickshire Plan has identified a number of sites in rural areas adjoining Coventry, there may be an opportunity to exercise the duty to cooperate by providing some of Rugby Borough’s unmet needs. We will be writing to you separately in that regard.
