We suggest a new settlement between the M40 and Chiltern Rail Line. This location would include a hotel, major high tech employment within the M40 employment corridor, and provide the most sustainable connectivity. Expansion of Warwick University onto this new settlement would provide a further anchor employment.
Further, a substantial well designed new settlement at this location would accord with the expected recommendations from the Sir Michael Lyons New Settlement Task Force expected in the summer.

While this proposed settlement has benefits in that it is on a rail line, it is small to medium size, therefore unlikely to generate significant employment. SuA town centre is less than 3 miles away, but providing an effective active travel link will be challenging, as will connecting to employment sites such as SUA.2 on A46 at Wildmoor. Its location, size, limited transport connectivity, and lack of employment opportunities suggest it would need to be designed as an adjunct to SuA. Essentially this would be a dormitory settlement, and consequently TTG do not support it.

The concept of new settlements is supported as they can deliver the majority of the housing needs, minimise effect on the environment, without detrimental effect on existing settlements.
A small/medium sized new settlement close to a major town is likely to become urban sprawl. A new major settlement that has homes, significant focused employment; a purpose, is likely to be successful.
There is no evidence that the above approach of defining a clear purpose for each New Settlement has, or will be, considered in the assessment, and used as a factor for assessing its potential success.

A proliferation of small scale developments may result in circling historic towns providing a collar affecting both the effectiveness of new development and the pre-existing town. Therefore the cumulative effect of small scale developments should be included in the acceptability analysis.

The policy makes no mention of the specific transport and connectivity requirements of accommodating growth needs from outside the SWLP area. By definition, these transport needs are likely to be for employment outside South Warwickshire, and therefore the location and potential specific infrastructure required should be part of an assessment into providing for these needs.

Transport infrastructure should be financed and delivered in advance of the development to unlock the building of homes, and employment opportunities, as is done successfully elsewhere.
In order to achieve this for New Settlements or major growth areas, it is suggested that a form of Development Corporation/SPV incorporating all tiers of local government and public sector investors, would deliver the best outcome.
The policy makes no mention of taking into account rail strategies which fall outside of the West Midlands area. For example connectivity to London after capacity is released on the Chiltern Line due to the opening of HS2.

Stratford-on-Avon District safeguarding should include a policy direction to include the safeguarding of land to facilitate double tracking the rail line between Bearley and Hatton.
The "M40/A46 Opportunity Area"(Figure 9) should be widened to include the Chiltern Line railway, and relabelled to reflect the sustainable nature of the location.
The emerging evidence base in relation to a potential relief road for Stratford-upon-Avon refers to three transport studies. In fact these studies are primarily focused on internalization of trips at Long Marston, and not on delivering a viable transport solution for residents there.
