The concept of new settlements is supported -they can deliver the majority of the housing needs, minimise effect on the environment, without detrimental effect on existing settlements.
However, the “New Settlement Assessment” appears to put excessive weighting on availability of land, with 3 out of 4 sites considered “more suitable” having 100% land available. A Strategic Planning assessment would consider the purpose, need, location, size, and infrastructure requirements of a new settlement first, and then consider how land can be accumulated to deliver it.
There is no evidence that the above approach has, or will be, considered in the assessment.

The TTG supports the concept of new settlements as they have the potential to deliver the
majority of the housing needs, with the minimum effect on the environment, and without
detrimental effect on the character of existing settlements, providing the settlement is of
sufficient size to attract investment, and that transport infrastructure is planned and
installed at the outset. They can avoid excessive edge of town development which places
strain on existing infrastructure, and can create isolation.
Experience suggests that the size, purpose, and identity of new settlements and their
location with relationship to existing settlements have significant effect on success. A small
to medium sized new settlement close to a major town without significant purpose and
employment, is likely to become just urban sprawl. Whereas a new major settlement that
has homes, significant and focussed employment; and good transport links for the
commuting and leisure activities, which inevitably cannot all be internalised, is likely to be
the more successful.
The concept of the 20-minute neighbourhood, in terms of providing for residents’ basic local
needs and hence reducing the need to travel and enhancing wellbeing is supported.
However, a 20-minute neighbourhood itself does not provide the level of employment that
would be needed to match the number of homes, therefore major employment is required,
together with options for commuting.
The duration of this plan and the volume of homes and employment opportunities required
gives an exceptional opportunity to plan outside the box, deliver a strategic New Settlement
which should not be constrained by land availability at this stage, and could tick all of the
boxes.

By contrast, Strategic Growth Areas which circle historic towns provide a collar affecting
both the effectiveness of new development and the pre-existing town. Where they are
separated from the town by major roads, communities become isolated. Major growth
options spread towards existing villages, potentially overwhelming them, and also detract
from investment in new settlements.
Stratford-upon-Avon infrastructure is constrained by the historic layout of the town, in
transport terms, it suffers major congestion. The transport assessment supporting these
sites around the town, generally suggests that increased bus services could be used to
provide connectivity, however in a congested road system, these provide unreliable
journeys and are unlikely to be acceptable by many. Therefore the TTG does not support
these Strategic Growth areas, particularly SG19, which would be remote from any significant
employment options and therefore require trips through the town to access employment
and sustainable transport commuting.

While this proposed settlement has benefits in that it is on a rail line, it is small to medium
size, and therefore is unlikely to generate significant employment. SuA town centre is less
than 3 miles away, but providing an effective active travel link will be challenging, as will
connecting to employment sites such as SUA.2 on A46 at Wildmoor. Its location, size,
limited transport connectivity, and lack of employment opportunities would suggest it
would need to be designed as an adjunct to SuA. Essentially this would be a dormitory
settlement, and consequently TTG do not support this location.

The site has major transport issues, and the accompanying evidence which suggests that a
major transport infrastructure upgrade is not necessary due to internalisation is considered
not tenable. However, this is a potentially sizeable new settlement, and as such could
provide a well-designed setting for homes and employment. The TTG would support this
location, as it is partly developed, if a major transport upgrade is included and implemented
in advance.

SG15/SG16 - Wellesbourne Group
While these are not considered as a new settlement, the potential agglomeration size
means that they may function in a similar way. With no fast connectivity such as rail, and
with buses providing the only viable public transport to Stratford-upon-Avon, the effects on
traffic in the town and approaches would be untenable. TTG do not support these locations
without a proper traffic assessment and planned infrastructure improvements in advance of
development.

We suggest a new settlement between the M40 and Chiltern Rail Line. This location would include a hotel, major high tech employment within the M40 employment corridor, and provide the most sustainable connectivity. Expansion of Warwick University onto this new settlement would provide a further anchor employment.
Further, a substantial well designed new settlement at this location would accord with the expected recommendations from the Sir Michael Lyons New Settlement Task Force expected in the summer.

The current congested streets of Stratford-upon-Avon have been reported on several times,
and are well known to residents and visitors alike. The historic nature of the town constrains
what can be achieved, and removing some traffic from the town is considered the only
feasible option to provide relief from congestion, delays and the resulting poor environment. The TTG published an “Integrated Transport Strategy & Action Plan” in July
2024, which sets out a number of actions to deliver the above outcome. The plan has been
endorsed by Stratford Town Council, noted and to be taken into account in the preparation of
the South Warwickshire Local Plan by Stratford District Council, and accepted by Warwickshire
County Council.
A priority action is to carry out an Options Assessment Analysis for a town bypass, and it is
understood a brief for this is being developed. The outcome of this study and the funding to
deliver it, are considered fundamental to any Local Plan decisions within the Stratford-onAvon District.

The plan identifies that the infrastructure required for a new or expanded settlement takes
several forms. It is accepted that some of these are not viable at the early stages of a
development, however they should be planned at the outset, and key infrastructure such as
transport should be financed and delivered in advance of the development to unlock the
building of homes, and employment opportunities, as is done elsewhere in the UK.
In order to achieve this, it is suggested that a form of Development Corporation or SPV,
incorporating all tiers of local government and public sector investors, would deliver the
best outcome.
